For a brief period of time earlier this year the WDK v 6000 was in
fact openly downloadable from the WHDC site. Now access to it is a bit
of a mystery, except if you have an MSDN license. I have no idea what
is going on with this. It appears to be some sort of process screw-up
at Microsoft.
The RTM version of WDK 6000 is indeed downloadable from the
WLK/WDK/WDF Microsoft Connect site.
From the WHDC site I see that depending on which links I choose tofollow I can either order the old w2k3sp1 ddk here:

download it at no cost here:
http://download.microsoft.com/download/9/0/f/90f019ac-8243-48d3-91cf-81fc4093ecfd/1830_usa_ddk.iso
