How to turn off hard disk

Hello,
does anybody know if there is a possibility to turn on/off the hard disk
Windows XP.
The reason for my question. We would like to do it programmatically (C++),
to turn off the hard disk
e.g. at 6:00pm and turn on it at 6:00am.
Any proposals?
Any code?
