Yes, I think everything can be done by installing USER32's hooks in the app in
question.
To be honest, I don't really understand why the OP needs a driver here,
in the first place, at least judging from his presentation of the
problem in so far....
Maybe, he just wants to monitor all kbd activity (Windows hooks are of
little help when it comes to console apps), but, judging from what he
said in so far, this does not seem to be his objective.....
