Wouldn't the port (bus) driver queue requests received at each PDO
(disk) from the class driver's FDO, program the hardware of the
specific storage controller, get interrupts, and schedule DPCs to
complete those requests. (I don't know if the class driver does its
own queueing of requests or if that matters to the port driver.)
