pnp enumeration of ps2 is based on the ports themselves, not the devices
attached to them. once both devices are started, the only way to remove one
is to reboot since there is a hw resource dependency between the 2 devices
(they share ports 60 and 64)

PnP is supported, hot-plug is not supported, and yes, this is a
hardware
limitation.
BTW - PS/2 hardware is not designed for hot-plug, so, you can damage
the
motherboard physically trying to do this (though it is a very rare
chance).
