I want to intercept ACPI power button (and perhaps also
the lid switch on a notebook)

Very bad idea. A person usually closed the laptop lid and puts the laptop to
the bag immediately. If you will veto powerdown - then the powered laptop will
be in the bag, and this will result in physical termal damage to the laptop.
