According to Verisign you have to be an LLC to do this. Now where I live an
LLC is $500/year plus a new and higher tax bracket, and tax filings best
done by an accountant. Years ago, I went a route like that for consulting,
and while I loved the consulting I hated being a slave to the tax man and
the accountant. I have now choosen to be a "high tech gypsy" and use any
contracting firm that will work with me.
The problem is that I am not considered a legal entity by Verisign. Most of
the spammers and many of the rootkit makers are incorporated, so they are
legal entities and can get drivers signed (useful to make sure the rootkits
are loaded). Microsoft does not seem to be able to deal with the problem of
individuals who may want to put out drivers.
I don't mind having my debug drivers require debug, as long as nothing bad
or any sort of manual reset is required after they are blocked for loading
when the debugger is not connected. I've seen enough of this sort of stuff
in the past, that I am hoping for an answer.

Out of curiousity (becuase I am faced with the same problem), why don't
you qualify for a verisign certificate? Someone once told me (albeit in a
pub) that obtaining a certificate was a matter of handing over cash. Is
there more to it?
