SetDefaultPrinter fails until user logs on with control-alt-delete

We need to specify a default printer without logging on to a user account
with control-alt-delete.

Example:

1. Follow instructions in Microsoft Knowledge base article Q184291and
successfully call LoadUserProfile and UnLoadUserProfile.

2. A user account is created on 2003 Server with Administrative rights.

3. Notepad is run by that user via "run as".

4. The user cannot set a default printer.

5. Log on to the user account with control-alt-delete. Log out.

6 Notepad is run by that user via "run as".

7. The user can set a default printer.

While it is possible to enumerate printers, we are unable to set a default
printer. What must we do in order to set a default printer without logging
on with control-alt-delete?
