will i get "system power or shutdown notification" if someone is doing a force shutdown using Power button.

Depends on how the platform manages the power button. On older systems perhaps not. On newer systems this should do a OS-managed system power down to either shutdown/suspend/hibernate.

Suppose the user's reason for doing a forced shutdown using the Power button is that Windows XP has already refused to shut down after multiple invocations from the Start button and multiple invocations from Windows Task Manager. (Of course the latter depends on Windows Task Manager already executing before the first attempt to shut down, since the first attempt probably already persuaded Windows not to let a new Task Manager start.)

I think the forced shutdown occurs if the BIOS handles it. On some machines the user has to disconnect the power cable and pull out the batteries.

Meanwhile some drivers might have got the notification before the shutdown sequence hanged, and other drivers might not have got the notification.

Right. So 'clean shutdown occurred' makes sense only for those things that your driver has control over. Just because you think the system shut down correctly doesn't mean that everyone else has the same idea about the state of affairs. If your driver happens to be in control of the boot disk you are probably safe in making a global assumption, otherwise your actions ought to be limited to those things actually controlled by your driver.
