How to exctract information about the driver?

I am a beginner. With my friend we would like to write a little program for
our own purposes. We dont look for a program, we want to learn how to do it.
We would point to a driver, a inf file a then the program would tell us what
is it, who manufactured it etc..
What is needed? for C#...
