I could be wrong, but as far as I know, there's nothing stopping anyone from WHQL-ing a driver. All that has to happen is someone has to run the HCT and send the log file and a check (ok, the check has to clear :-).


At least I know many of our customers have WHQL'd our driver without telling us.

Now, if it won't *pass* HCT, that's a different matter, but that should be grounds for firing the vendor anyway.
