I've often thought that it would be in Microsoft's best interests to have a "DDK/SDK/Library only" MSDN subscription level as their distribution mechanism for the DDK.

Their entire infrastructure to sell, ship disks, allow users to download selected components based on MSDN level, accept license agreements, etc., etc., is already in place.

This is Microsoft politics.
My impression is that MS wants tight control over developers and competitors. WHQL test is after all a nice way to see products from competitors (and they even have to pay for it).
