WDFMGR in XP?

Dear WDF gurus here,

Can anybody tell what "Windows User mode driver framework" service
(wdfmgr.exe) does in WinXP?
Is it a UMD stub for pre-LH systems, part of Media player 10, or XP SP2?
Does it need to run on XP machine at all?
