It sounds like you installed the software from the first edition of Walter
Oney's "Programming the Windows Driver Model" on PC A yes? The software
from that book installed a tool for installing INF files automatically
called fastinst.exe.
The second edition of the book does not install this software automatically
btw, which is nice because you probably don't want this tool installed
automatically.
Windows normally associates INF files with notepad.
