AVStream minidrivers work just fine on Win2000 and later.

_should_ work. Although I don't know anybody who _shipped_ AVStream
minidrivers for Win9x.
If Win9x support is mandatory you should seriously consider something that
is known to work on it.
As Tim said USBCAMD is probably your best choice.
