VendorSetup doesn't work on Win2k in some cases?

We're installing a USB print driver, and we have a VendorSetup line in our
INF file. On Win2k (but not on XP), in some cases the installation fails with
an error in the setupapi.log file saying "the operation requires an
interactive window station".

Our driver is (currently) unsigned. We're installing it using
SetupCopyOEMInf and the PnP Manager.

Any suggestions?
