!!!Help:How can I prevent the system from searching the new hardware?

Dear all:
I use the setupapi to install my driver under win98.If I have plugged out the device before I install the driver,that is ok.
But I have plugged the device into the system before I install the driver,something wrong happens with installation.
the probelm is :
1) the system sometimes asks " where *.sys locates?"
2) the crash sometimes happens
My custom requests the installation must be successful after the device has been plugged into the system
I doubt whether the system finds the new hardware and setups the driver after the first installation and when I run fastinst.exe to install driver for the second time.
I doubt whether something wrong happens if the system and fastinst.exe installs the driver at the same time
Note: I run fastinst.exe three times to installs my driver during installation.When I use the fastinst.exe provided by walter
