To get German back in XML/A, you need to specify LocaleIdentifier property
the first time you open the connection. Once the session is created, you can
not change the locale for this session anymore.
As for the first question, when you specify Locale Identifier=1031, what
exactly do you expect? Do you want to see German fromat numbers in cells or
German caption of members?
