Hello Scott,
This sounds like MDAC isn't installed properly on your side.
Which version of MDAC is installed on your WinXP? If you are not sure, you
can check your MDAC version by
http://support.microsoft.com/kb/301202/en-us
[How to check for MDAC version]
Then, I suggest reinstalling MDAC 2.8 on machine to replace all problematic
components. Please refer to the following article

[How to force MDAC 2.8 to fully reinstall and replace all ODBC components
if there are problems with starting the Backup Exec services]
