If you open the KB 239114 (http://support.microsoft.com/kb/239114/) I
mentioned, you will find Windows XP SP2 includes latest Jet 4.0 component.

Reinstall SP2 will not overwrite the updates you installed previously that
were released after SP2 -- the update is depending on file version and
date, older will not overwrite newer files.

For XP SP2 download, you can download it from

http://www.microsoft.com/downloads/details.aspx?familyid=049C9DBE-3B8E-4F30-
8245-9E368D3CDB5A&displaylang=en

Following description on the download page:

downloading and installing on multiple computers on a network. If you're
updating just one computer, please visit Windows Update
</quote>

This just means if you've not already installed SP2 and only want to update
a single computer, visiting Windows Update will be faster since it will
detect and only download needed files instead of the full package.

In your case, you will need the full package to reinstall the SP2 manually;
therefore you need to download this full package. What the download page is
saying about "for mass network deployment purpose" just means this package
can be installed without connection to internet.
