Thanks Walter. This is actually an old application that I happened to need
to run for just a few days. So based on your finding, the only way is to
reinstall SP2? I have a few questions regarding reinstalling SP2:
(1). As you mentioned, Jet is no longer released with MDAC since Version
2.6, so how could reinstalling SP2 bring it back? As SP2 only installs
MDAC2.8?
(2). Will SP2 overwrite the updates I installed which were released after
SP2?
(3). Is there a place to download SP2 for individual computer? The only one
I found in the website is a SP2 download for mass network deployment
purpose.

This error is similar to following KB which describes a situation that Jet
3.51 is not installed correctly:
#PRB: Jet 3.51 OLE DB Provider Is Not Installed With MDAC 2.1 or Later

The solution is to reinstall Jet components. However, Jet is no longer
released with MDAC since version 2.6, that's why reinstall MDAC 2.8 on
your
side doesn't help:

Since you've already installed SP2, you cannot use the individual update.
You will have to reinstall SP2 to repair the Jet components.
