Run time error 3706 Provider cannot be found. It may not be properly installed



I am experiencing a weird problem with MDAC on a Windows XP SP2 machine. I
am using ADO and the following connection string,

"Provider=Microsoft.Jet.OLEDB.4.0;User ID=Admin;Password=;Data
Source=C:\Test.mdb;"

It keeps giving me this error message:

"Run-time error '3706"
"Provider cannot be found. It may not be properly installed."

I tried reinstalling MDAC 2.8 and it does not work, any idea?
