Microsoft Oracle OLEDB provider connection severe problem



i am finding big problem

when i try to connect to oracle server 9i i.e 9.0

using udl properties, visual basic 6 IDE DataEnvironment Connection,

Error message is.. is this..--------------
Oracle client and networking components were not found. These components are
supplied by Oracle Corporation and are part of the Oracle Version 7.3.3 or
later client softaware installation. Provider is unable to function until
these components are installed.

1. my machines are windows xp sp2 security update and windows 2000 sp4
2. and mdac 2.8
3. oracle client 9.0
4. odp for .net
5. only one oracle home in my client machine

i tried these things in my machine..

1. giving EveryOne, ASPNet, IUSR_Account permissions Read & Exec ... and
re-check the permissions...folder, sufolders, files for Oracle\bin..etc
2. i tried updating windowsupdates sp4(reinstall), mdac2.8 reinstalling
windows 2k machine still does not help..


i have not tried reinstalling oracle client should i try that..?

any other options...?

but working thru , SQL * Plus and Net manager of oracle client..


any directions would be much helpfull
