Yes - the user has the appropriate permissions. The user I am using is
"APPS" which has permission to the whole Schema. If I use TOAD - I can see
all the tables in the schema. When I use the ODBC in Access - it shows the
first 'n' tables and rest is not listed. I am not sure whether there is a
limit ('n') in MS Access that will be displayed when connecting to a Oracle
Schema.

What I am trying to find out - Is there a way it can be connected to a table
specifying the table link information instead of the GUI provided in MS
Access?

Worst case scenario I may have to do is to create another user with only
selected table permission for the user to list less tables. I don't want this
approach as the expandablity of the features become difficult.

I am trying to connect to Oracle ERP to create a dashboard using MS

Have you verified that the Oracle user you are connecting with has the
appropriate permissions for the table in the schema?
