File DSN connection issues to VFP DBF

Tech-Archive recommends: Speed Up your PC by fixing your registry

My company has a application built on VFP and I am able to connect
through ODBC to files using only USER DSN. I am trying to write an
app in access to distribute and need to be able to create a FILE DSN
but can not seem to manage it, Any suggestions?
