SQL_HANDLE_ENV failed



When trying to test an ODBC connection to Oracle on Windows Server 2003
Terminal Services I got the following error:

Unable to connect
SQLState=IM004
[Microsoft][ODBC Driver Manager] Driver's SQLAllocHandle on
SQL_HANDLE_ENV failed.


Solution:

Add the users (or group Remote Desktop Users) to the local security
policy allowing them to create Global Objects.
