Yes. Create a new mdb and import the forms/reports. In the forms mdb,
link the tables. When it's working, go to the mdb that has everything
and delete the forms/reports. But first, make a backup :-)

UI elements (forms, queries, reports, etc) open in the same mdb that
other connections are using, then don't do that. Separate your UI
elements into a separate mdb so that only tables are in the main mdb
file.
