Cannot Install VFP ODBC Driver

I work for a company who supplies software written in VFP 7. On
machines running XP, we need to install VFP ODBC to allow the reports
to run. However, although it has worked fine on 100s of PCs, on one
particular clients' computer, rather than running, it just flickers (as
if it is trying and failing to run). I have checked in administrative
tools>ODBC Drivers, but the Visual Fox Pro Data Source is not listed.
If I try to install it manually, I get the message "You must first
install the latest version of the Microsoft Visual Fox Pro driver".
Which is what I was trying to install in the first place, without
success.
