Writing Custom ODBC driver?

I am interested in writing a custom ODBC driver. I did a ton of searching and came up with a couple of things. The first is the ODBC SDK from Microsoft.

http://msdn.microsoft.com/library/default.asp?url=/library/en-us/odbc/htm/dasdkodbcoverview.asp

But it appears to be more of what ODBC is and how to access it rather than how to write a driver. Am I wrong? If so please point me to documentation on how to write a driver.

The second is here:

http://www.openaccesssoftware.com

But I think this might be a solution that will cost and I am on a limited budget.

Can anyone point me to some free solutions o writing a driver?
