Cannot create a system DSN

Hi all,
I sometimes have the problem that creation of system DSNs is not possible on Win 2000 or Win XP machines. Of course, I have tried this as admin. I can fill out ODBC driver's dialog, there are no error messages, but there simply is no new entry in the systems DSNs. User DSNs always work fine.
I wonder if this is a Windows problem or specific to the used ODBC driver (in our case: CA-Ingres 2.5 and above).
Any ideas?
