Excel as database in win98 vs. XP

In a program I need to read an excel file and this is easy in XP treating the
excel file as a database by importing a certain package (java.sql.*) in the
program. In win98, however, this approach is little helpful since the excel
file is not recognised as a database with a driver: the ODBC driver manager
cannot find the data source name...

How can I update the database software, since I suppose this is the only
difference to this matter between XP and win98? If this is not correct, any
solutions to my problem?
