Corrupt Administrator Dialog Screens

I recently discovered my "Data Sources (ODBC)" dialog screens are
hosed! None of the screens display properly. The buttons and tabs are
mix of English characters (my language an settings are English). Some
of the button on some of the tabs will display in English. When I
click a "Help" button, I get HTML help in what appears to to be
Japanese. Example screens are available here

Can someone please help? I've tried everything I can think of to fix
this:
I'm running XP Pro SP1
1) virus scan - no virus
2)re-install MDAC 2.8
3)run MDAC component checker - it says two files are not a match,
these are both associated with SQL server (I recently installed the
desktop version). The ODBC dialog errors occurred prior to that
install)
4)google search turned up 1 direct hit at a discussion forum but no
replies
I think the problems may have started after doing an install of Oracle
8i Client but I can't be sure exactly when it began.
