Then i guess my question is why do ADO guys implement it so poorly?

I go along with that.
No point measuring something that a client of ADO has no control over.

If as Bob says there is a phase A and phase B to a Connection, and the
timeout measures phase B, why bother discounting phase A? It is not as if
the programmer has control over how long it takes.
