MS SQL Server 2005 Express is a cheap as it gets - it's free! However, if
you're intending to ship this application as a complete package then SQL
Server is going to complicate matters a lot.
If you decide to stick with Access, then you might want to look into
encrypting all your data within your application. While this will impact
performance, it at least means that you're not relying on the Access
security which you've already found is very easy to bypass.
