Cannot install ms jet provider to win XP SP2

I have an application accessing a access 2000 database.
I have had an issue trying to install to a windows XP SP2 machine where
the jet provider is not installed. I am trying to install jet 4.0 SP8.
The workstation in question has small business edition office 2003
installed without access.
Perhaps only a partial installation of the het components takes place
when you install office without access? Then SP2 included as security
update to the jet provider at a higher version number than jet 4.0 SP8?
I guess I can solve this problem by manually installing missing jet
components?
Is there a better way to do this?
