None. If Excel is opening these in a exclusive mode (and there is no reason
why it should not), you are stuffed. For certain Excel will have temporary
copy of the file so that if the user chooses to abandon changes, the
original file is kept.
You are going to have
(i) poll the files, see if one is free and keep your total ADO connection
time to a minimum
(ii) arrange for the other department to close files when finished with
them.
