Install MDAC via AD

Hi,
We have a user base of several thousand PCs running XP SP1, the users are
not administrators. A new version of an application relies on MDAC 2.8 so we
need to upgrade, all packages are distributed using AD GPOs. The package
includes the MDAC 2.8 merge module.
My problem is that you must be an administrator to upgrade MDAC but to login
to each PC as an administrator is impractical. Distributing the package
throws errors when a non admin logs in. I've tried building an installation
exe using IExpress and running that as a startup script but you still need to
login as an admin.
Has anyone encountered this problem and solved it?
