If anyone is interested I found the what fixed it for me.
On the inf files listed below uncheck the read only attribute in the file
properties.
C:\winnt\inf directory:
rspfiles.inf
dasetup.inf
wdsetup.inf
mdacxpak.inf
msxmlx.inf
sqlnet.inf
sqlodbc.inf
sqlxmlxp.inf
And then run the MDAC_TYP.EXE for 2.8
