You can reinstall MDAC from inside windows as described at the fol2lowing KB
article (which is unfortunately listed under MapPoint):

I also recommend the component checker at
http://support.microsoft.com/kb/307255/EN-US. In XP SP2 you should have
version "MDAC 2.8 SP1 on Windows XP SP2".
