Corrupted ODBC Administrator Dialogs

I recently discovered my "Data Sources (ODBC)" dialog screens are
hosed! None of the screens display properly. The buttons and tabs are
a mix of English characters (my language an settings are English).
Some of the button on some of the tabs will display in English. When I
click a "Help" button, I get HTML help in what appears to be
Japanese.

Can someone please help? I've tried everything I can think of to fix
this:
I'm running XP Pro SP1
1) virus scan - no virus
2)re-install MDAC 2.8
3)run MDAC component checker - it says two files are not a match,
these are both associated with SQL server (I recently installed the
desktop version). The ODBC dialog errors occurred prior to that
install)
4)google search turned up 1 direct hit at a discussion forum but no
replies
I think the problems may have started after doing an install of Oracle
8i Client but I can't be sure exactly when it began.
