Download file with OLE DB Provider for Internet Publishing

I have an issue where I need to automatically download files from our
partner's server that will be imported into a sql server 2000
database. I was hoping to accomplish the task using DTS to FTP but due
to the data being sensitive and our partner using IIS this is no
longer an option. I am now hoping to do it with dts using dts and OLE
DB Provider for Internet Publishing over https connection.
If anyone knows how to download a file to a local machine using dts
and OLE DB Provider for Internet Publishing I would really appreciate
the help.
