Only Windows Server 2003 comes with MDAC 2.8 installed by default.

The above link can be generated by browsing to
http://support.microsoft.com/default.aspx?scid=/servicedesks/fileversion/dllinfo.asp&SD=msdn
and enter "msado15.dll" (ignore the version number in the filename),
then click submit, then click the first More Information link.
If you click the other More Information links, you'll see what version
of MDAC is installed by other Applications / OSs.
