I am having the same problem with the provider not being found. I have reinstalled Jet 4.0 SP8 but it hasn't fixed the problem.

I have spent hours trying to fix it and the only solution seems to be to scrap the entire system and start over with a fresh OS install. Even have OfficeXP installed as well and have tried reinstalling but nothing fixes the problem. Am guessing the registry is screwed up.
