Connection to Access DB problem when moving from NT Server to Server2003

I have a standalone VB6 application under which multiple LAN stations use an Access 2000 database stored in the server. The application runs fine under NT Server (e.g. all stations can read and update the DB concurrently). All Access DB usage is via ADO. The server is just a file repository and all logic, including ADO, is out on the LAN stations (running Win2000 and WinXPPro)
We are converting to Server 2003 Enterprise. Everything works fine EXCEPT that only one (1) LAN station at a time can open a connection to the Acces DB on the server. The application runs fine on this station. so I am pretty sure that the basic DB logic is okay.
However, when a second station tries to open an ADO connection to the DB, we get Error 16389 with the message "[Microsoft] [ODBC Microsoft Access Driver] Could not Use '(Unknown)' File is in use".
The only change between the two setups is the change from NT Server to Server 2003. I suspect a difference in the security or permissions between the two environments, but have not been able to solve the problem so far.
Any help would be very much appreciated.
