as a NetBIOS name server and register and resolve names for WINS-enabled

In lay terms for you: WINS, has one purpose....NetBIOS over TCP/IP.
Now, if the use of NetBIOS over TCP/IP is disabled, NetBIOS programs
cannot run over TCP/IP. Therefore, you may not be able to connect to
computers that are running an operating system other than Windows 2000,
Windows XP, or Windows Server 2003 operating systems.

Again, here is the lay term for you: If you are running an OS *other*
than 2000, XP, or 2003...you will almost definitely need WINS. You will
*NOT* need it for 2000, XP, or 2003 OSs.
