If you're also an MCSA, then 70-292 first is definitely the way to go,
since 70-292 will upgrade it to 2003, whereas 70-296 will do nothing on
its own.
If you're not an MCSA, then I'd probably still say that 70-292 is
better to take first. It's not quite as detailed as 70-296, which
involves functional levels, operations master roles and cluster quorum
models. 70-292's difficulty isn't in the material, but rather in the
left-field topics that aren't in the study materials, as well as the
high bar to pass. 70-296, as well, has a high bar to pass, but just not
as many left-field topics.
I made some study notes for both exams. If you scan through them now,
they may help you decide which exam to take first. They should then be
useful when you sit down and actually study for each exam. Good luck.
