The first thing you need to do is go to a computer where
you have applied the policy, reboot it, and check the
Application event logs.
If there are installation errors in the event logs, then
read them. This probably means that your permissions on
the shares/NTFS are bad.
If there are no errors in the event logs, then the
computer is not getting the policy applied. This could be
any number of things, but proabably means that you have
either misconfigured the GP or misconfigured the
permissions on the GP.
And finally, if you have 30 sites you will go bonkers
configuring this by OU. You should put the packages on a
DFS share and configure a policy on the domain root - then
use the security settings for each individual package to
determine who should get it (ie remove Authenticated Users
and add the group with read permissions).
Oh, and test this in a lab first. If you apply the
permissions wrong, you could easily send a package out to
your entire domain.
