There are similarities between a 'license' and a 'certification'.
However, your analogy between a 'driving license' and an 'IT
certification', for the reasons you have stated above, is incorrect.
IT certification should NOT be portrayed as being a way into the IT
profession. In order to gain entry into the IT profession, a person
would require an understanding way in advance of what is required in
order to pass vender specific exams.
IT is an expensive business, it need not be so expensive, but it is.
As such, in the rare situations where companies do indeed take new
grads into employment the company would, quite rightly, insist that
those grads already have a high level of understanding of software
development (i.e. a computer or engineering related degree) and
possible some kind of real world experience. Passing a driving test
does not give the 'real world' experience necessary to drive safely
and responsibly, hence why most traffic related accidents involve
inexperienced drivers/ridings. The same can indeed be said for new IT
grads, the difference is in the ease a driving test can be passed and
level of difficulty a higher level degree can be completed.

which means nothing, because it proves nothing. There is no doubt that
there are hundreds of thousands of people who use microsoft (and
others) products who are not certified yet are very proficient, more
so than many mcp's.
Technologies come and go; true IT professionals adapt with ease to new
technologies and are able to determine those technologies which are
indeed useful (in their business domain) and those that are not. This
is because IT professionals see technologies as simply another way of
helping to solve business problem; they do not start worshiping the
vendor who produced (or copied) a particular technology
