By default, a DHCP server can only serve one subnet which it resides on. If you want your DHCP server to server more than one subnet, then you have to use superscope. Just create a superscope and add the second subnet in it. On the scope, configure scope options for gateway and DNS. That should take care of the problem.

The main problem I have at the moment seems to be the routing itself, as the XP machine can't ping the IP of the second NIC card which it's directly attached to, even though I can ping the second NIC's IP from the server itself.

I've taken the DHCP server right out of the picture and assigned a static IP to the XP Machine until I can deal with this problem first, then I'll have another go at assigning IP addresses via DHCP.
