How to configure RuleEngingineUpdateService

Please How do I do this. I cannot install Sept CTP_IHV Biztalk RFID - when I
execute the .msi file I get prompted with he message that I have to
configure the RuleEngingineUpdateService, but I cannot find directions on
how to do this. I have tried to publish and deploy a policy and vocabulary
and am lost. All I did was uninstall the Sept CTP and then tried to install
the the Sep CTP_IHV. Can anyone help? Thank you in advance.
